Boater Cited for “Dummy” Observer

Recently, an officer with Connecticut’s Department of Environmental Enforcement & Protection was on lake patrol when he observed a boat pulling a waterskier—but something didn’t seem right.
Closer inspection revealed a crude mannequin being used as a fake “observer” on the vessel. The operator was subsequently cited for towing without an observer, a violation of boater-safety laws. Boaters are reminded that all observers must be 12 years of age or older.
