Casco Baykeeper Joe Payne to Retire

Portland Press Herald columnist Bill Nemitz reports that longtime Casco Baykeeper Joe Payne, 67, will retire in January from his position with Friends of Casco Bay, a watchdog group for a waterway that has evolved from an “open sewer in the 1970s to a crown jewel in Maine’s coastal economy.”
During his 24-year tenure, Payne has helped reduce the amount of bacteria and other pollutants flowing into the bay. However, he remains concerned about the rising levels of nitrogen than fuel algae blooms and robs the water of oxygen.
