Elite Squad Protects Ferry Passengers

The Block Island Times gives us an inside glimpse at an elite team of law enforcement personnel that includes members of the FBI, the State Police, the Coast Guard and agents of the Transportation Security Administration. The team is part of a program known as Visible Intermodal Protection and Response, or VIPR, which is designed to create a “high visibility surge” of law enforcement at mass transit sites.
The team employs bomb-sniffing dogs and “behavior-detection” teams to smoke out any suspicious activity. The team often shows up unexpectedly on ferry trips to monitor activity, then mysteriously disappears.
