The Vineyard Gazette reports that the National Marine Fisheries Service is considering an open-access permit that could allow rod-and-reel and harpoon swordfishermen to once again land and sell their catch.

NMFS will host a public hearing in Gloucester, Massachusetts, seeking comment on the proposed permit on Thursday, March 28.

The permit could be adopted as early as fall 2013.
