Mass. Fishermen Struggling Under New Rules

Cape Cod Times: Steve Welch has fished for the last 31 years out of Scituate and New Bedford but the introduction of sectors as a management tool for the groundfish industry has shut him out of his chosen profession, he said, along with many of the other fishermen in his sector.

Welch leased out his year’s quota of fish to a fellow fisherman earlier in the month and pulled his small dragger, the Holly and Abby — named after his two young daughters — out of the water. He hopes for more favorable conditions next year.
