A Rhode Island bill that would give money from mooring fees to the state instead of local towns is drawing criticism, according to an article on BlockIslandTimes.com.

“Totally foolish,” is how state Rep. Blake Filippi (I) described House Bill 5257 that was introduced in January. The bill stipulates that fees shall be allocated to the Department of Environmental Management for the sole use of maintaining all harbors’ access and safety. But some local residents argue that money won’t be spent as efficiently as it would be by local officials.
