Chatham, MA, to Start Independent Review on Waterways Rules

Cape Cod Times: Selectmen are hoping that hiring an independent maritime attorney to help straighten out waterways bylaws and regulations will end decades of acrimony over mooring assignments and how and who makes decisions affecting applicants who have been on waiting lists for up to 8 to 10 years in some areas.

“This may be the first time in history, but we have agreement on a way forward,” Harbormaster Stuart Smith told selectmen at a meeting earlier this month.
