New Bedford Fisherman Jailed for Falsifying Catch Records

The Cape Cod Times reports that longtime commercial fisherman Carlos A. Rafael was jailed on Friday afternoon, Feb. 26, after appearing in U.S. District Court on charges of conspiracy and submitting falsified records to the federal government.

Federal prosecutors contend that Rafael and his bookkeeper have for years lied to federal authorities about the quantity and species of fish landed by Rafael’s large New Bedford fleet, in order to evade federal groundfishing quotas.
