Oyster Bay Capsize Prompts Call for New Boating Regulations

New York Times: The parents of one of the three children who died when a cabin cruiser capsized in Long Island Sound on July 4 appeared Sunday at a news conference in Manhattan to call for the Coast Guard to enhance its regulation of recreational boats.

It was the first public appearance by Paul Gaines, the father of Victoria Gaines, 7, since the accident, which occurred near Oyster Bay after a fireworks display. His wife, Lisa, was interviewed on NBC’s “Today” show last week.

“I can’t stand the thought of my daughter’s death being in vain,” Mr. Gaines said, fighting back tears in the office of Senator Charles E. Schumer, who had arranged the news conference.
