MA’s Safe Boating Certificate Grace Period Expired Sept. 1

If you cruise in Bay State waters or cross into them from neighboring states, and were born after January 1, 1989, you may want to double-check your onboard paperwork. That’s because the temporary enforcement grace period for getting your boater safety certificate has officially closed. Under the Massachusetts Hanson-Milone Boater Safety Act, the last day for this age bracket of boat operators to avoid penalties while getting certified ended September 1, 2026. Violations may result in a fine of $50 for a first offense or $100 for a second or subsequent offense. (Boaters born prior to January 1, 1989, have until April 1, 2028—to obtain their certification.)

The Hanson-Milone Act closed a loophole in the Bay State’s maritime law by expanding a mandatory education requirement to adult operators. So, at this point, all motorboat operators born after 1989 must hold a valid boating safety certification. In short, the educational grace for this cohort of boat operators is over. Environmental Police and local harbor masters are now actively issuing fines and citations for non-compliance.

The education mandate applies to out-of-state operators as well. However, Massachusetts generally grants reciprocity to visitors holding a valid, NASBLA-approved boating safety certificate from their home state. Operators must carry physical or digital proof of certification at all times. Don’t anchor your plans just yet if you don’t have a certificate. Getting legal is a quick fix. You can easily enroll in an approved course online, via interactive Zoom classes, or in person. Many providers offer same-day certificate issuance once you pass the exam.

Whether you are a Bay State resident or visiting from another state, it’s a good idea to keep a laminated copy of your certificate tucked safely in your vessel’s glove box—and snap a photo of it on your smartphone for good measure. Compliance takes just a few hours, but it ensures your next interstate voyage to Cape Cod or Boston Harbor should be a little more stress-free.
